Greater Manchester is served by a single integrated care board, NHS Greater Manchester ICB, formed by bringing together the ten former clinical commissioning groups across the city region. Compared with London's four, that is one counterparty, one set of information governance requirements, and one approval path.

It is also the only English region with a fully devolved health and social care partnership. Greater Manchester became England's first integrated care system in 2016, under a memorandum of understanding signed in February 2015 between government, local NHS bodies, local authorities and NHS England, covering acute care, primary care, community services, mental health, social care and public health across an estimated six billion pound annual budget.

For automation work the practical consequence is scope. A decision about how patient flow data moves between acute and social care can be taken once for the city region rather than negotiated organisation by organisation. Projects that would be a multi-party integration elsewhere are a single-commissioner integration here, which is usually the difference between a six week build and a six month one.
